Since 2022, authorities have recorded at least 15 murder or kidnap attempts against UK-based individuals. Lord Beamish, ISC chair, stated that Iran operates across all threat levels. He emphasized that while Iran’s actions may seem less strategic than Russia or China’s, they remain dangerously unpredictable. The committee criticized the UK government for focusing too much on crisis management rather than long-term solutions.
Iran does not view attacks on UK soil as direct confrontations with Britain. Instead, it sees the UK as collateral in its efforts to silence regime opponents. The report notes a sharp rise in physical threats, calling it the most severe danger currently faced from Iran.
Additionally, cyber attacks and espionage remain key concerns. Iran’s nuclear ambitions further complicate security efforts. The committee urges increased resources and a stronger strategy to counter the growing Iranian threat.
The 260-page report, reviewed by Prime Minister Keir Starmer in March, covers events up to August 2023. Intelligence agencies like MI5 and MI6 have verified its accuracy. The government must respond within 60 days.
