Plaid Cymru has made a major election pledge, therefore, the party promises universal free childcare for young children. This universal childcare promise marks a significant policy proposal. Labour has led Wales since devolution began in 1999. Ap Iorwerth declared that “Labour’s time is up.”
The proposed childcare policy would be transformative. It would cover children aged nine months to four years. Families would receive at least 20 hours of care weekly. This offer would last for 48 weeks each year. The party plans full implementation by the year 2031. Therefore, the rollout would happen over the next Senedd term.
Moreover, Plaid Cymru says this policy provides crucial financial help. It would offer a “helping hand with the things that matter most.” The party estimates enormous savings for families. They claim it could be worth £32,500 per child. This support would cover the first four years of a child’s life.
Currently, childcare support in Wales has restrictions. Help is only for working parents or those in training. Some very young children in specific areas also qualify. Plaid’s new plan would remove these eligibility rules. It would create a truly universal system.
Additionally, the party outlined a three-stage rollout plan. First, they would keep existing offers for three and four-year-olds. Next, they would extend hours for two-year-olds. Finally, they would gradually increase hours for the youngest children. The party estimates an additional annual cost of £500 million.
Ap Iorwerth insists the funding is available. He said it is “money that we know we can afford.” The money would come from the Welsh government’s budget. Party sources defended the universal approach. They argued universal services are generally better for everyone.
Simultaneously, the leader issued a strong warning about rival parties. He criticized the Reform UK party in particular. He accused Nigel Farage of spurring “simmering hatred.” Ap Iorwerth claimed Reform wants to treat the Senedd as a “plaything.” He urged voters to back Plaid Cymru to stop Reform.
However, ap Iorwerth also addressed his party’s constitutional goal. He confirmed the 2026 election will not focus on independence. Instead, he said the party would “kick-start” a national debate. A permanent commission on Wales’ future would be established.
