Senior Essex Police Officer Dismissed for Sexual Misconduct

Chief Superintendent Tom Simons of Essex Police has been fired after an investigation found he abused his senior position for sexual purposes with two women. The Independent Office for Police Conduct (IOPC) revealed that Simons engaged in inappropriate sexual contact with a woman while on duty and failed to disclose a relationship with another. The misconduct continued despite warnings about maintaining professional boundaries.

The case was referred to the IOPC in March 2022 after multiple allegations surfaced, leading to Simons’ suspension. Investigators executed a search warrant at his home, examined his mobile devices, and interviewed him under criminal caution. While the Crown Prosecution Service considered charges for alleged sexual offenses, coercive control, and misconduct in public office, they ultimately decided against prosecution in June 2024.

A misconduct panel determined Simons had committed gross misconduct, breaching police professional standards. He was dismissed without notice and placed on the College of Policing’s barred list, preventing future police employment. IOPC Director Emily Barry praised the courage of the women who came forward, noting they faced pressure from the senior officer but enabled the investigation to gather compelling evidence.

The case highlights ongoing concerns about abuse of power within UK law enforcement and the importance of accountability for senior officers.
