Burnham pointed to his decision to remove VAT from electricity bills. He said the measure will help millions of households facing cost-of-living pressures. Thursday’s meeting will also follow a recent telephone conversation between Burnham and Swinney. During that discussion, both leaders reportedly exchanged views on Scotland’s constitutional future. However, Burnham maintained his opposition to another Scottish independence referendum. Instead, he focused on expanding devolution within the existing constitutional framework.
Government sources said both leaders accepted their differing positions on independence. Nevertheless, they agreed to continue working together on shared priorities. Burnham has repeatedly argued that more decision-making powers should move away from Westminster. However, he continues supporting the unity of the United Kingdom.
Meanwhile, Swinney has continued advocating for Scottish independence. Despite their disagreements, both leaders have expressed a willingness to cooperate on practical issues. Relations between the Scottish and UK governments remain under close political scrutiny. Furthermore, Swinney recently criticised Scottish Secretary Douglas Alexander and questioned his role in future discussions.

Meanwhile, reports continue suggesting Scottish Labour leader Anas Sarwar could soon join Burnham’s government. Such a move would trigger a leadership contest within Scottish Labour. Welsh First Minister Rhun ap Iorwerth also welcomed the opportunity to meet Burnham during the Glasgow visit.
He said the meeting would provide an opportunity to discuss fair funding for Wales. Additionally, he called for greater powers to remain with the Welsh Government and the Senedd. Ap Iorwerth also stressed the importance of cooperation between governments. He said both administrations should work together to improve living standards while addressing the continuing cost-of-living challenges.
