Armenia UK Pact signals a new phase in relations between Armenia and the United Kingdom after high-level talks in Yerevan. Keir Starmer and Armenian Prime Minister Nikol Pashinyan signed the agreement during the European Political Community summit. Moreover, both leaders used the meeting to underline stronger political and economic coordination between their governments.
The two leaders met on the sidelines of the 8th EPC Summit in Armenia’s capital. In addition, Pashinyan described Starmer’s visit as historic for bilateral ties. Starmer also praised Armenia for hosting the major European gathering. Furthermore, both sides discussed long-term cooperation across several key sectors.
Armenia UK Pact builds on earlier dialogue launched in 2023. Consequently, both governments agreed to deepen structured cooperation and maintain regular political engagement. The agreement introduces annual strategic meetings between officials. In addition, a joint framework will monitor progress across agreed priorities.
Starmer confirmed that the United Kingdom wants to strengthen ties with Armenia. Meanwhile, Armenian officials welcomed expanded cooperation and broader international support. Both sides also addressed regional security challenges and long-term stability concerns.
Armenia UK Pact places strong emphasis on defence and security cooperation. For example, both countries plan joint work on border security and cyber resilience. They also aim to strengthen responses to hybrid threats. Furthermore, the UK pledged continued support for defence reforms in Armenia.
In economic terms, both governments aim to increase trade and investment flows. Additionally, they want to improve transport, energy, and communications links. The agreement also promotes regional connectivity projects. As a result, both sides expect greater economic diversification in Armenia.
The pact also strengthens governance and democratic resilience. For instance, both countries support anti-corruption measures and stronger institutions. They also encourage independent media and active civil society participation. Moreover, they emphasise the importance of free and fair elections.
Regional peace efforts also featured prominently in discussions. Both leaders supported ongoing Armenia-Azerbaijan normalisation talks. They welcomed progress on border delimitation based on earlier agreements. Additionally, they backed initiatives to improve regional transport and connectivity.
Officials highlighted projects such as “Crossroads of Peace” and TRIPP. These initiatives aim to boost regional trade and stability. Therefore, both governments view connectivity as a key pathway to long-term peace.
Armenia UK Pact also confirms cooperation in governance and international law. However, the declaration clearly states it does not create legal obligations. Instead, it acts as a strategic framework for shared priorities.
Both sides agreed to hold annual strategic partnership meetings. They will review progress in defence, economic, and governance areas. Overall, Armenia UK Pact establishes a structured long-term cooperation plan between the two countries.
