Prime Minister Keir Starmer has acknowledged the urgent need for Winter Fuel Payment Clarity. He stated that “the sooner” the government finalizes its decision, “the better.”

The income threshold for pension credit is £11,800 for individuals and £18,023 for couples. Raising this limit could expand access. But it could also cost billions and delay implementation.
Designing a new system has proven difficult. The Institute for Fiscal Studies warned a new means test might confuse claimants. Many could miss out due to complex rules.
Starmer also faces pressure from Labour MPs. They oppose the two-child benefit cap and proposed cuts to disability support. Starmer stressed the need for economic growth, not higher taxes.
“I don’t think you can tax yourself to growth,” he said. The government, he added, must focus on long-term reform.
Meanwhile, opposition parties are calling for full restoration of the payment. Reform UK, the Liberal Democrats, and the Green Party all support universal access. Conservative leader Kemi Badenoch said wealthy pensioners should be excluded.
